Loving the effect the long exposure time has had on the water, makes it look quite surreal and ghosty. 
However I would try, if you get a chance, to take another shot at a lower aperture/shutter speed, maybe with a polarising filter, so that you can get a good shot focusing on the correct exposure of the sky, then combine the two pics as layers in photoshop.
